You should not award your project to an unlicensed contractor, but keep in mind that license requirements tend to be fairly loose and poorly enforced. Some states do not require a license at all. In such a situation, or for extra certainty of the contractor's legitimacy, you can evaluate the contractor's overall commitment to the trade. Look at how long he's been in business, ask if (and verify that) he belongs to a trade association and what kind of continuing education actions he's taken, and carefully research his references.
